Video shows that this happens with crafts with wheels only
It doesn't happen with crafts without wheels

It was happening in 1.11.2 as well

I'm pretty sure I saw something like this with robotics as well. With locking and unlocking them constantly, in particular. Same thing, the craft just warps around.
