Just purchased Breaking ground expansion on steam

Description
Just purchased and installed breaking ground expansion on steam. game appeared to patch fine but upon logging in the progress bar goes all the way across and hangs on
Verifying Expansion: Breaking Ground Squadexpansion/Serenity
Upon closing the game I scanned the files and it says a file of 31kb is missing, it redownloads the file, relaunch the game and the hang repeats. closing the game reports the 31kb file missing and it repeats.
I uninstalled the game and reinstalled and restarted and the issue repeats. At this time I just discovered that uninstalling the game doesnt empty the steamapps folder so im trying that will be back with an update if that works

Updated by So clearing the folder appears to have fixed the problem but at least theres a workaround if it occurs again

I've not managed to reproduce this, and have been through multiple install/uninstall/DLC install processes in this version. However I'm not willing to call it "not a bug". If anybody has a reliable reproduction, please do add more information in a comment here.

Yep, just ran into this issue with the same exact process, testing fix now.
UPDATE: I reproduced it, turns out its mod-related for me from the twitch launcher. In the process of removing and verifying what needs to be removed.

Updated by i had this happen to me as well with fresh install of Ksp and expansions. I installed ksp then installed the making history and breaking ground expansions and a file was missing. steam would report the missing file but would not download it. To fix I went to the ksp folder in steam apps and deleted every thing and did a verify integrity and the file was downloaded with the rest of the game
