Incorrect strings and log spam when Making History is not installed

Description

I use a KSP 1.4.4 install without Making History for mod development to prevent contaminating the mod with MH features that prevent it from being used in the core game. Since MH is automatically installed by Steam, I deleted GameData/SquadExpansion manually after creating this instance of KSP.

I've noticed that launch site strings are incorrect in the Tracking Station (see attached image) - the Island Airfield is labeled 'Island_Airfield', the VAB helipad is labeled 'KSC_VAB_Main_Building'. The runway is labeled as 'Runway', but I'm not sure that that is actually incorrect.

While in the Tracking Station while a vessel is landed at one of these sites, the log is spammed with PSystemSetup messages, eg:

This spamming runs continuously until leaving the VAB.
