Description

If you lock your staging using Alt + L then load any quicksave(even before locking) the stage lock remains turned on even if it was not on beforehand.

Tested in 1.1.3 -- bug still exists. Once you load the quicksave, you have to hit Alt-L twice to get the staging to unlock again.

It's a global state, rather than per-vessel.
