Description

The funds display in the VAB (bottom left) shows the wrong fund amount when I enter the VAB (No parts placed). It is rectified when I place and remove any part, but it is still a problem.

To recreate:
  1. Clear the VAB of any ships
  2. Load or create a ship in the SPH
  3. Leave the SPH (Don't save)
  4. Enter the VAB
    The fund amount is not 0, even though there is no ship in the VAB
