Recover object from Mun surface falls through surface when approached.

KSP 1.2.2.1622 x86 (Steam)
ISSUE:
Attempting to complete mission 'Recover part KTZGF from the surface of the Mun'. Once I get withing a certain distance (approx 200m) the part falls through the surface of the Mun and keeps falling as shown in this video:

The same happens if I switch to the part using '{' and '}' from outside the ~200m zone. An example of switching is shown in the following video:

HOW TO REPLICATE:
1. Unzip the attached zip file to the save folder.
2. Load the attached save.
3. From the Tracking station select the last item (Grab-bot lander MK2 probe).
4. Disable brakes and drive towards the active target.
5. When within 200m of the target the problem is seen.
