Description
Follow the tutorial into the VAB. Once in the VAB follow the tutorial until you get the "Adding a Parachute" window. In second paragraph, last sentence. "Note that the parachute states how large its effective diameters are and what the maximum safe speed for deployment is." Should be "diameter is". Might be better stated "Note that the parachute states its effective diameter what its maximum safe deployment speed is."?

The wording is the same in 1.1.3. However, a parachute has two deployment states, each with it's own effective diameter. So there are TWO per parachute. Which is why it's plural. So I'm marking it "not a bug".
