Buoyancy of RoveMax Model XL3 rover wheels is ridiculously high

Description
The wheel has very large bounding box which is mostly empty space and that space seems to be adding to its buoyancy. That leads to some ridiculous effects e.g. when trying to use the wheel for undersea exploration rovers.
