Exhibit A: reaction wheel torque level options are limited. Only three parts are available (excepting probe cores), and choice among these is further restricted by size requirements.

Exhibit B: vehicles with overly strong reaction wheels can be extremely difficult to control, especially for precise maneuvers. Auto-SAS is even unable to acquire the dynamic headings (prograde/normal/etc.) with sufficiently overly strong reaction wheels.

Solution: similarly to how engines have adjustable thrust limiters, it would be awesome if modules with reaction wheels could be adjusted to dampen the torque applied.
