TR-38-D does not correctly decouple with struts involved

Description
It appears this decoupler has issues with struts.
In both attached vessels, the strut prevents takeoff. Removing the strut in both cases allows them to fly.

I'm currently using the completely stock linux 64bit 1.0.4 version, but I also had someone running win32 confirm this as well.
The requirements for this bug are very specific and all must be satisfied.
- The part MUST contain both PhysicsSignificance = 1 AND ModuleDecouple - The TR 38D is the only stock example.
- A part with CModuleStrut must be linked between a lower part and the decoupler directly. - The Strut Connector is the only stock example.
- A part which is less than 25cm in height is below the decoupler.
- A part with CModuleStrut must be linked between the >25cm part and any other lower part.
- Cubic Octagonal strut.
- Octagonal Strut.
- Mk2 Drone Core.
- RC 001s Remote Guidance unit.
- Small Inline Reaction Wheel.
- TR 18A Stack Decoupler.
- TR 2C Stack Separator.
- TR 2V stack Decoupler.
- Heatshilds.
- Batteries.
- M 1x1 Structural Panel.
- M 2x2 Structural Panel.

Thanks for reporting this. It seems this decoupler has been overlooked during an edit.
The TR-38-D is the only decoupler that has the PhysicsSignificance flag set. Removal of this line from the configuration file fixes the sticky strut problem.
Passed on to the Devs for attention.

This bug still exists in 1.0.5 (although now there are pretty lights!)
