Editor wall flags aren't the correct aspect ratio

Description

Easily confirmed using any circular decal such as the stock NASA one (I first noticed it with a custom circular decal).

The flag appears on parts the correct aspect ratio, but is horizontally stretched in the VAB and SPH. It should be the correct aspect ratio and not stretch, it looks sloppy.
