Description
I am playing the vanilla Steam version. When I click on a Science Tree Node, the preview blinks as if rapidly selecting and deselecting the node. Clicking again stops the blinking. A similar glitch occurs when I click on a toggle in the Settings menu as well. I have tried uninstalling/reinstalling KSP, uninstalling/reinstalling Steam itself, uninstalling/reinstalling my graphics card drivers, launching the game on a new Windows user account, performing a clean boot, running a repair on the .net framework 3.5, running a Windows 10 sfc scan, and simply disabling the Steam in-game overlay to no avail. In fact, I closed Steam completely and launched KSP without Steam (using a desktop shortcut directly to the KSP_x64.exe file) and the UI glitch still persisted. From what I have tested, if Steam has been run at any point in time prior to launching KSP, the UI will be glitched. Restarting my pc and not launching Steam at all is the only way I can play KSP without the UI glitch.

I have never seen that happen before. What if you try another mouse?

I disconnected all previously installed mice and keyboards and tested with a new wired set. No change. Additionally, I found out that running the Epic Games launcher produces the same UI glitch as running the Steam launcher. There must be a shared resource that both these launchers and KSP use. Any ideas?

To me this seems like a windows issue and not related to KSP or Epic.
I have tried multiple things like...
Is it sticky keys? No.
Is it something in the mouse settings called ClickLock? No.
You used a new wired set and it still happened? Interesting.
Ok do you have any software for any of the mice you are using? Maybe that's causing it?

While I was performing more tests, it appears that a recent Windows update fixed the problem. The UI glitch simply isn't occurring anymore. All signs point to a corrupted Windows file that is shared between various game launchers and KSP. Thank you for your time, nonetheless.

Thats good. Definitely a weird thing to happen though.
