XL3 Wheels Turning is extremely limited in 1.12.0/1.12.1

A few things come to mind of causes:
The XL3 appears to have Steering Adjust but is hidden because the wheels shouldn't work this way and the feature wasn't removed from the wheel just the ability to interact with it in the action menu
The XL3 doesn't work like normal wheels. Its like how a tank turns, it doesn't rotate the wheels like the others do so they shouldn't be calculated the same way as normal wheels.
For gameplay I think the wheels should be closer to how they were not how they are. They were fine as they were before in my opinion
However if they seemed overpowered in the 1.11.2 video, they are way too restricted in 1.12.1
Screenshot is to show that the Steering Adjust isn't in the menu even though it felt like that feature was happening in the second video
"XL3 Turning Bug.sfs" is a 1.11.2 save for comparison

Additional Information:
1.11.2 XL3 steeringTorque = 70
1.12.2 XL3 steeringTorque = 25
Testing shows that changing it back to 70 gets it close enough to performing pre 1.12.
My assumption that this was the Steering Adjust appears to be wrong.
Pretty easy fix for 1.12.3 if it ever comes.
