Making History - Blue Mun - gold medal impossible because accuracy bonus for kerbin orbit is not awarded

Description
The first objective is to reach a 100 km Kerbin orbit with a range of 99000 to 101000 for periapsis and apoapsis. A bonus is supposed to be rewarded if the orbit is achieved with an accuracy of > 90%. Now, there is no information on how this accuracy is calculated but even with a 100007.3 by 100021.9 orbit - which should fulfill the accuracy criterion for any interpretation I could come up with - the bonus is not rewarded.

A frustration I always had with the Making History missions was that whenever there was a target orbit goal it scores you immediately as soon as the orbit is "good enough" before you finish it, sometimes not even waiting until your burn is even done. This makes the top score for the orbit impossible, since there's no way to achieve a better orbit without passing through an intermediate worse-scoring good-enough orbit on the way to it.
The key problem is that the system is premature to score you immediately for your orbit without waiting for you to finish the adjustment burn.
It seems that once you begin to have a qualifying orbit you have maybe one second or so before you'll get scored, so the only way to get a good score is to burn fast and hurry up through "good enough" to "perfect" within less than a second of time. That seems ridiculous.
