[Potential Bug] Crossfeed issues through Heatshield
Description
I saw a separate issue about this but it sounded different to the one I was experiencing, I am not sure if this is a bug or a feature of the game
KSP VERSION: 1.7.3 (off of official website & steam version)

Description:
Fuel crossfeed potentially broken when fuel source is placed on one end of a heatshield, and an empty tank(or one you have cut off fuel flow from)/engine on the other. "resource transfer obeys crossfeed rules" is off already. If you have a fuel tank on one end of the heatshield, and one on the other end, you are free to manually transfer fuel, but if the tank closest to the engine has its flow cut off then the engine cannot run.
How to replicate:
1) With the included craft file run the main engine for a little bit then cut off fuel from the main tank closest to said engine, you can see in the staging area that you are apparently out of fuel even though the object you are 'docked' with has plenty.
2) If you right click on both fuel tanks you can see that you are able to manually transfer fuel between both of them easily, but for whatever reason the engine cannot freely take fuel from the object you are docked with.
Expected: Fuel from the object you are docked to should automatically be routed to the main engine
Observed: This process has to be done manually to the tank that the engine is connected to(right clicking on both tanks and transfering)
