Issue:
The issue is when something is to be transferred from one part to another that KSP displays 'Target Switching Locked'
and stops the player from actually doing the transfer when it should be able to.

I have only seen this happen in two situations so far:

1. When transferring science from an experiment (like barometer) to an Experiment Storage Unit or transfering from one Experiment Storage Unit to another one.
2. When transferring Kerbals from one part to another.

Cause:

The player happens to have the mouse pointer over the part that they want to transfer to when they have clicked on the transfer button on the action menu.

Work Around:
The player needs to take the focus off the part it was supposed to go to and then back onto it.

As you will see that 'Target Switching Locked' will pop up in the video and the transfer wont work,
also the part that is highlighted wont change to the darker blue that it should be until I have moved off the part
and back onto it again.

Note:
I have seen one Twitch Streamer on Twitch have the problem with transferring Kerbals and the work around hasn't worked, his craft was a lot more complicated.
