I also experienced the same symptoms
Restarted steam and client but did not improve
After the first dialog is displayed
A second dialog comes out

- log cuts out before the error happens, please reproduce the error, go back to the main menu and upload the output_log again.

potential fix you can try:
- Delete all empty entries from your workshop uploads
go to your workshop uploads in steam and see if any of them have no preview picture.
- try to use Steam Cloud File Manager and delete all unused files
https://github.com/GMMan/SteamCloudFileManagerLite/releases
to do that, download what is listed for KSP (AppID = 220200), download the files and check them to know what they are (sadly no preview in the manager)
Then use the steam cloud file manager to delete what is not used in the workshop
- reduce banner file size below 1MB (if a custom one was used)
- make sure you are not low on space for your KSP cloud
steam => KSP => properties => updates | at the bottom it shows the used/available space for KSP
- try to upload under a new name

The workshop file has already been deleted many times
There seems to be no problem with cloud

Did you try to use a different craft file name?
The emergency fix would be to ask someone else to upload it. Previous tests have indicated that it is Steam account specific.
It is a problem with the steam cloud or its interaction with KSP. The underlying error is:
[SteamManager]: There was an error updating the item FileId(1420716634) - k_EResultLimitExceeded
which means a file was too large or there was not enough free space to write the file into the cloud
or at least thats what STEAM thinks.
It will be looked at
