DLC Service Modules should have staging option to remove panel jettison from Staging list

Description

I believe the Service Module parts should have a "Staging/Not Staged" option like the docking ports and fairing bases. In the specific case where a player wants to mount parts on or overlapping the SM panels without having any intention to jettison them, the player may lose entire portions of the spacecraft if the SM panels are accidentally staged, causing multiple parts like solar panels and RCS thrusters to rip off and float away.

To add to this a little, as far as I'm aware, the Apollo Service Module was never supposed to have its panels come off. They stayed on even after separation.

I cannot agree with this enough. I have never had a mission profile where jettisoning the panels was warranted, and with every mission there is an ominous staging entry for these service modules that never gets fired. Please add this option!
