KER is the only mod used here and does not affect Engineer's Reports.
Normally, having a monoprop consumer means you want RCS, thus the report flags it, but of course with the Mk1-3 pod, you may want it for reasons other than RCS usage. The simple solution would be to make the engineer's report not care about monoprop consumers that have RCS disabled.
