When Outsourced R&D strategy is active the log is filled with messages like this
[LOG 18:53:09.970] [CurrencyConverter for Outsourced R&D]: 30824.25 Funds taken, yields 2.673058 Science

It's a display of what the converter is doing, and as far as I am aware is intentional. Different strategies should also generate debug log output in different colours when viewed in-game, particularly when selecting contracts from the list in Mission Control.
It may benefit from being less verbose though. I'll raise an internal feedback issue and see what happens.
