Wheels still cannot be enabled and disabled by action groups.
For further Information see #13211 (V1.2.1). There they found the wheel actions assigned to a cockpit.

Confirmed, but the cockpit actions have no relation (they refer to the reaction wheel included in the cockpit). #13211 has been updated with clarifying screenshots that show the missing actions.
