Cannot move research window

Description
I cannot re-position the window that pops-up when research is performed.
After removing all mods and verifying the issue still existed I created a new 1.1.3 install without any mods.
I have 'launched' 3 ships each consisting of a mk1 pod and 2 goo containers.
First from the Launchpad then landing strip in 64 bit, then from the launchpad in 32 bit.
In all cases crew report and goo experiments popped up the research window which could then not be moved, only closed.
(the buttons on the research window work for scrolling, etc, but the window itself cannot be re-positioned)
My system:
Windows 7 home premium
Intel I5-6600K CPU
16.0 GB ram
64 bit operating system
Hard drive has 786gb free of 931 GB, including 15 installs of KSP ranging from 0.90 to 1.1.3

Worked great in the 1.2 pre-releases, just waiting on a couple mods to give it a proper shake-down in the 1.2 release.
