Ore concentration doesn't go lower even with ModuleResourceHarvester CausesDepletion = 1 and DepletionRate > 1

Description

I cannot deplete Ore (lower its concentration) on any planet by changing a drill config by adding
CausesDepletion = 1
and
DepletionRate = n (where n is i.e. very big number)

I guess it means that it is currently impossible to have depletable resources option in stock KSP.
