Vehicle type filter buttons in Map view sometimes work, sometined don't

Description
There's good chance this will be fixed with 1.1 and its UI overhaul but I'm posting it to make sure it's checked.
Reproduction steps:
- Start KSP
- Load an existing game with some ships in orbit
- Enter Tracking station
- Select one of orbiting ships and Fly it
- Press M to enter Map mode
- move mouse to the top of the screen to bring down the button bar
- buttons don't work, clicking on them does not do anything
- Alt-tab to any other application (e.g. running internet browser) without exiting map mode
- return to the game
- buttons work and allow switching individual ship types on and off
- Press M to return to normal view
- Press M to return to Map view
- buttons don't work again
There were no messages related to the problem in output_log.txt and KSP.log
I found this reproduction scenario erratic - for instance after I switched to a ship landed on Kerbin, left mouse near the top of screen so that the "recover vessel" button was displayed, then switched to map mode with mouse still there, it produced interesting graphics artifact but buttons were suddenly working. Did not work for ship in orbit, though.
I went through my archive of KSP installs and last time I found it working reliably was in 0.24.2.
