EVA - Kerbal does not pitch up/down

Description
Since 0.22 Kerbals ignore pitch up/down commands that result from changing the camera's orientation while using EVA_ROTATE_ON_MOVE and right mouse button. The relevant jetpack thrusters never even fire.
The Kerbal will still reorient using yaw, and use pitch up/down to reorient when switching camera modes changes the plane* with which it appears to want to stay level at all times.
Steps to reproduce:
1. EVA_ROTATE_ON_MOVE set to True.
2. Use a Kerbal to go on EVA from a spaceship in orbit around the planet Kerbin and let go of the ladder.
3. Activate the jetpack.
4. Hold the right mouse button pressed, pane the camera away from the ship, then accelerate forward using W.
5. Pan the camera around in all directions and observe. The Kerbal will only ever adjust its horizontal orientation using yaw, never pitch up or down. Its up/down orientation stays stuck to a fixed plane*.
6. Switch camera mode with V.
7. Repeat step 5 in the new camera mode.
8. The Kerbal will reorient again to a new horizontal plane, then only obey to yaw again.
*It appears in Orbital mode, this plane is orthogonal to the North/South axis of the planet the Kerbal is orbitting, in Free mode the plane is parallel to the planet's surface straight below the Kerbal.

Kerbals have always been able to pitch in EVA by holding the left mouse button and pitching with the mouse, they will also roll this way, or use the equivalent joystick control.
