unable to create maneuver node in certain orbits till after periapsis

Description
happens in modded install but this only happened after the 1.1.2 update. While in certain orbits, in this case from duna to kerbin. I can't create a maneuver node before hitting the periapsis. I can create one after the periapsis and slide it back to burn sooner. Mods installed: Mechjeb, kerbal engineer, kis/kas, kw rocketry. In the attached screenshot I can't set the maneuver node on the blue orbit line unless I slide it back. Spec's ksp 1.1.2(x64) steam version, windows 7(x64), core i5,8GB memory, NVidia GTX560. In career mode. Have attached saves and had to split log file in 2 since it was larger then 5MB. There is a lot of one type of error in it. This is my first bug report sorry if it's not correct.

You said it happens in a modded install, but can you replicate it in an UNmodded install? Also, I think this might be a duplicate. Edit: I can't find anything that matches this exactly.
However, I may have seen this myself, going to check.
Edit: Can't replicate for the Mun, however, I swear I ran into it around Laythe earlier.

I don't have a non-modded career mode save, so I will create a copy without mods and try in sandbox mode to recreate it. It may be a duplicate, but I didn't notice it till after the 1.1.2 update and didn't see any bug reports similar listed for 1.1.2.

I can confirm this also happens in a stock install. I built a similar craft in sandbox with no mods. It so far only seems to happen on the way back from duna to kerbin. will attach new log and save and craft files.

I can reproduce this with the given stock save, I'm very positive that this is what I saw at Laythe, the orbit marker where the cursor is disappears when you go behind the periapsis.
Also set to low because it's not quite that major and can be worked around.

The issue has still been happening since 1.1.3. Both with stock clean install and after installing mods. Can't create node before Ap. Trying to click on orbit line does nothing. It is possible to click after Ap and slide the node time back. Also, since the original bug report I have had this bug in other orbit's, and have not been able to create at all till after a planetary encounter(ie. mid course burn from kerbin to duna). The log and save from note#3 should still show problem, but have attached new log and save from 1.1.3 showing the problem not being able to click the blue orbit lines to create a node for a mid course burn into duna SOI.
