What I've found is that when trying to select parts that are close together like in the screenshot, I have to move the cursor a small distance in order to select a part that is very close to the current part I'm currently offsetting.
Reproduction: Place parts which are close together like the round-8 tanks in my example.
Side A: I'm trying to select the third tank down from the top, but in the indicated cursor position (red dot), I can't select the part.
Side B: When the cursor is further out, I can select the part.
The same thing happens with the rotate gizmo.
Let me know if you guys need further info.
