'Recover Kerbal and their hulk from the surface of Minmus' also completes world milestone 'constructing outpost on Minmus'

Description

I accepted a contract to rescue a Kerbal and their ship piece from surface of Minmus. I sent a claw-equipped rover there, boarded the Kerbal, picked the command pod with claw and launched from the surface. At that moment I noticed there's a message that I started constructing new outpost on Minmus.

I unfortunately don't have any save preceding the pickup, the attached quicksave contains immediate aftermath.

I'm not even sure what constitutes building an outpost - I already landed on Minmus a few times with some Kerbal EVA and flag planting without triggering the condition - but this certainly did not feel like one. If anything, I was tearing down an outpost created there by a contract.

If this cannot be fixed by improving a condition for 'starting to build an outpost', perhaps the wording of the achievement should be changed to better describe the situation.

The construction milestones are very liberal. They always have been, it's just a bit more visible with the milestone rewards. They trigger the moment you couple any two parts on the surface for outpost construction, and the moment you couple any two parts in orbit for station construction. They mark the start of construction, not completed construction.

When you clawed a grounded pod, that was considered the start of construction. It is working as intended, but perhaps the feedback here would be to make it less liberal.

Well okay but then it would probably be better if the milestone was "docked on surface of Minmus for the first time". That sure is a milestone and covers what really happened, not some kind of spiritual extension of it.
