Description

The j-33 wheesley jet engine is using fuel from fuel tanks that are not attached to the j-33 engine.

Its egregiously annoying the jet engine is uses up the fuel meant for my rockets, as my rockets can't access the Wheesley fuel tanks. This is unexpected behavior so I'm reporting it as a bug.

To reproduce, load the attached craft. Start up the j-33 engines, watch the fuel in the tanks attached to the "reliant" engine get used up.

That is intended behavior. Jet engines (including Rapier in closed cycle mode) draw fuel in "stage priority" mode. That means it draws fuel from tanks anywhere on the ship, and the order is given by number of decouplers between root part and the tank - the more decouplers the higher priority.

Useful for drop tanks, nightmare for attached probes - or, like in your case, droppable rocket boosters.
