Description

I have fully upgraded the Administration Building, and set a 50% commitment to Patents Licensing. I'd like to commit some (preferably all) of the remaining 50% of my Science gains to Open-Source Tech Program, but attempting to do this is met with "Cannot activate as the total share of Science would exceed 100%"
