Explosions still make sound with all audio at 0%

Description
Windows 7 Ultimate 64-bit, Kerbal Space Program v0.90.0.705 32-bit with no mods/addons via Steam
Not able to reliably reproduce this one yet, however it does happen often enough to notice. While playing my normal career with all audio at 0% as shown in the attached screenshot, the (occasional? mid air??) explosion will still produce a ~300ms clip of the explosion audio at full volume.
Will update this issue if I can narrow it down at all. What are the different types of explosions or audio events/triggers that I can try?
