Kerbal Space Program

The Docking UI key bindings for Throttle up, Throttle down and Stage does
not work when they are bound to a key.

Steps to reproduce:
1. Bind Throttle up, Throttle down and Launch Stage in the input settings
for Docking UI to keys (e.g U, I and O).
2. Enter a rocket and switch to the Docking UI
3. Observe that the the bound keys in step 1 does nothing at all. (e.g U
and I does not change the throttle, and O does not launch a stage)
