With Open-Source Tech Program active (and by itself at 50% commitment in this case), the Appreciation Campaign is blocked saying that it conflicts. According to user antipro, activating the Appreciation Campaign first and then the Open-Source Tech Program works, so in the sense that A+B != B+A the logic of this conflict is bugged.

Expected: As each tech depletes different sources of funds to build reputation, there should be no conflict.
