Description

Symmetrically placed parts (engines) loose any custom "Group Action" value (Torque Limit) when picked up and moved.

Steps to recreate:
0. Assign "Axis Group/Custom01" to PageUp/PageDown.
1. In the VAB, create a HECS2 probe core and attach 2 Light Duty Rotors with symmetry.
2. Go to Action Groups, add "Torque Limit" to "Custom01" under "Axis Groups". Set "Torque Limit()" to 5.
3. Go to LaunchPad, press PageUp/PageDown and watch the torque limit change on both rotors as expected.
4. Revert to VAB, pick up the rotors and put them in a new spot (with 2x,3x or 4x symmetry). Do NOT switch to the Action Group Tab.
5. Go to Launchpad and press PageUp/PageDown. BUG: One rotor scales with 5% but the other(s) scale with 20%.

The issue is resolved by reverting to VAB, going to the Action Groups tab, pull the value slider up and down again and save. Now both rotors scale as expected.
