Negative Inclination for Comet in SFS File

Description
As the author of the KSPTOT tool/mod, I've been provided a save file from a user that shows a negative inclination for a comet. I don't know how this would have occurred or what, but it's definitely an error: negative inclination has no meaning.
The comet's name is "Wilfurt 1" and the error shows up at line 365910:- INC = -12.291730880737305*

I've attached the save file for your viewing. The user has suggested to me that this bug may have been introduced in KSP 1.11.x.

As a provider of the first savefile, I thought it may be also connected with the fact that the game was slighlty modded. But I created new, clean save (attached) and new comets and asteroids started to appear with negative inclination. For easy searching, look for "INC = -", there's plenty. In the game they appear with pos Inclination but with Arg of Pe at 180 deg, not in the savefile. Also 1.12, BG+MH.
