Kerbal Space Program

Certain parts in EVA construction appear to gain extra weight after being used for building, preventing Kerbals from manipulating them again.

I managed to replicate this myself with a new craft using the following steps:

• Land on Ike with an engineer and a 2.5m cargo container, which stores a 'small inline reaction wheel', an 'OKTO2' pod, a '1x1 structural panel', and four 'RoveMax Model S2' wheels.
• Place the reaction wheel flat on the ground first, then the pod on top, then the panel on top, then the four wheels in rover formation (which will intersect the terrain)
• Remove the wheels and place them back in the cargo container or on the ground separately

I was then able to remove the 1x1 panel and reaction wheel, but was not able to place them back down on the ground. The error message given was: "<part> exceeds the weight that a kerbal can construct with in this gravity." The part could be placed back in the cargo container, but could not be put down or attached to anything.

After being placed in the container, this additional weight was persistent, even after restarting the game. The OKTO2 pod was not affected, and neither were the wheels.

The mass of both the reaction wheel (0.05t) and structural panel (0.08t) should be well below the EVA construction threshold on Ike, even with two kerbals assisting, giving a total limit of 1.70t. Even the combined mass of the rover (0.37t) is below this limit.

Using cheats to reduce gravity did not fix the problem, and I could not find a workaround except to give up and place the offending parts in storage.
I have Breaking Ground and MechJeb2 installed, although neither of these are directly relevant to the issue.
