Two issues with staging docking ports, probably related.

1. When a docking port is staged, it does not leave the staging list until you "Port: Disable Staging"
2. When a docking port is enabled for staging in flight, it won't stage unless you move it in the staging order first. You need to move the port, not the group, you can move it back straight away and it will work.

I'd suggest that a staged docking port should automatically disable staging, and enabling staging should do whatever moving it does.
