"Level up crew" only affects part of the crew

Description
When using "level up crew" in the Mobile Processing Lab only some of the crew members' experience gets recorded.
Steps to replicate:
1) Load the attached saved game. You are now flying a vessel "Station 1" on its way to Duna. The vessel has a Mobile Processing Lab MPL-LG-2 and four Kerbals on board.
2) TimeWarp 5 days forward. You have now entered Duna's sphere of influence.
3) Use "Level up crew" on the Mobile Processing Lab.
4) Go to the Astronaut Complex and look at the information for Assigned astronauts.
Expected: all four astronauts should have "Fly-by Duna" in their Log.
Observed: Bob, Kirgel, and Urgar all have "Fly-by Duna" in the log. Jebediah doesn't (see attached screenshots).
Note: This is a minimal example demonstrating the issue. I played this game a bit more, flying by Ike and then going to Duna's orbit. None of these events were logged for Jebediah either.
I don't have any mods installed. I installed the game via Steam. KSP version is 1.10.1.2939.
