Some vehicles not showing up in VAB load list after saving them.

Description
When creating subsections of vehicles (usually something without a command module) in the VAB, they do not show up in the saved vehicle list, from he VAB. However when going directly to the launch pad and choosing a vehicle there, the vehicle shows up. I've had this happen on numerous occasions.
Steps to Replicate:
1) Start with PPD-12 Cupola and attach MPL-LG-2 (or vice versa)
2) Save ship
3) Go to load ship
4) Vehicle is not listed
5) Go to launch pad, from space center, and choose vehicle to launch; vehicle that was just saved is listed.
Expected:
- Any vehicle saved in VAB or SPH to be in saved list of vehicles, that can be loaded back in VAB or SPH
Fixes/Workarounds:
1) Go directly to launch pad, from space center
2) Place vehicle on pad
3) Then revert to VAB (however still does not place vehicle is load list, in VAB)
Notes:
-Has occurred with other vehicle setups. May be related to a combination of having no engine or command module attached. Haven't had to issue occur with a normal rocket build.
