Game mode: career (fresh save after installing DLC & Patch 11)
Control preset: Radial
Reproduction steps:
1. Get VAB to level2
2. Enter VAB
3. Add Mk1 Command Pod
4. Add Communotron 16
5. Switch to Action Groups editor
6. Observe Custom action groups not available
7. Select the Communotron 16 part
8. Observe Custom01-Custom10 groups
additionally,
9. Select Custom01 group and assign toggle antenna action
10. Launch the vehicle and activate Custom01 action group
11. Observe antenna extendting
Expected results:
No Custom01-Custom10 groups appearing even after selecting a part when VAB is level 2.
(Not sure if it's update or Breaking Ground DLC that have introduced the issue)
