In-game description suggests that MK2-R parachute has an effective diameter of 41.3 when deployed (that is almost 2 times larger than MK16 parachute with 20.7).
However, it performs ~2 times worse than MK16. A test vehicle with MK2-R descends almost 2 times faster compared to a test vehicle with MK16 (vehicles differ only by parachute part, measurement made on the same altitude).
It seems that MK2-R parachute description shows semi-deployed and fully deployed diameters for MK16 and vice-versa.
