Fuel Lines and Struts cant be placed from objects that are connected below Nerv Atomic Engines

Description

As the title implies, when trying to attach any struts and/or fuel lines to a part that is connect from a NERV Atomic engine, the game will refuse to let the strut or fuel line to be placed down.

Again, this appears to only happen with the NERV Atomic engine, though there is a possibility it happens with other parts too.

Usually, the fuel lines and struts connect fine for me (as attached 'fuel lines.craft').

Occasionally the fuel lines refuse to connect (as attached 'no fuel lines.craft') acting as they do if another part blocks the straight-line path between the two parts I tried to connect. (In earlier versions, for example 1.3.1, when another part blocked the straight-line path, KSP would connect the line to the blocking part instead of the intended target.)

Offsetting the parts that I want to connect, then replacing them in the stack, is the most effective way I have found to shake KSP out of its bad behavior.

The type of engine along the stack does not make too much difference; I see the occasional refusal to connect with a structural tube in place of the atomic engine.
