Radially mounted parts (e.g. ladders, solar panels, etc.) cannot be attached on any surface of a tri-coupler or bi-coupler
Description
Bug: Radially mounted parts (e.g. ladders, solar panels, goo canisters, etc.) cannot be attached to the surfaces of a tri-coupler or bi-coupler
Reproduction: In the VAB, attempt to place any part on any surface of a tri-coupler.
Notes:
- The secondary attachment point (i.e. the one you place second) for struts can be placed on a 'coupler, but the primary attachment point may not.

This is actually 'by design', funnily enough. If you add the surface attach ability to the couplers, it can become quite difficult to then attach other parts on the node of the coupler, as opposed to the surface. An example of this can be seen with attaching the grappler to a node and not the surface of a part - it can be a bit fiddly at times.
Nevertheless, this is a good issue and you raise a valid point, I'll just change this to a feedback issue though as it is by design.

Since it is now possible to hold Alt (Mod) key to prevent radial attachment, perhaps the issue could be reconsidered again?
