Exactly the same error as in Bug #23425 (XBOX, incl video):
During mission 1 of the dlc you are prompted to build a new rocket.
Once you are done and ready to launch you are sent back to the landed rocket.
After that, the VAB/ lunchpad is not accessible any more, observation shows only the first landed rocket.
