To make use of the new action set feature it can be useful to move items that are currently in the default group into an action set. There is currently no drag-to-move feature in the interface, which might be helpful, so the procedure to move is to add items to the action set and then remove them from the default action. Items can be selected from a different action set to be added to the current action set, however clicking on the line to remove an action item from a not currently selected action set will remove the item from the currently selected action set. If you attempt to remove an item not currently in the highlighted action set then the item will not be removed at all.

To repeat (first make sure action sets are enabled via "Activate Action Sets" at bottom of actions tab in VAB or SPH):

1) add any action to an action group in two different action sets
2) click the line that looks like it should remove the item from the not highlighted action set
-> the item in the currently highlighted action set is actually removed

or

1) add any action to any action group
2) select a different action set (with nothing in it)
3) click the line that would normally remove the item
-> the item is not removed
