Add Min/Max settings to Rotor/Propeller blades' "Authority Limiter" slider

Description

I believe it would make building prop and rotor systems easier if we could have a minimum and maximum setting to the Authority Limiter slider. That way we can better control how far we want the blades to go when controlling them via a Control Axis/Group.
