Antenna range modifier prevents science transmission

In Game Difficulty setup, if the Range modifier is set to any value other than 1, it can, in some circumstances, prevent antenna from transmitting science even with adequate comm signal.
In normal gameplay the conditions that trigger the bug seem to be somewhat random and unpredictable, but I generally see it happening when the comm signal is weak.
However, the following steps appear to produce the bug predictably:
1) Set the Range modifier in difficulty settings to a value >1.
2) Put a Communtron 16 on a probe core with battery and thermometer.
3) Cheat it into low orbit (F12). Take a temperature measurement and transmit - it should work.
4) Now move the probe farther away incrementally. You should be able to transmit science as you move outward as long as the commlink is maintain.
5) Move out to a distance beyond the maximum range of the commlink, i.e. break the link.
6) Now move back into comm range. Take a temperature measurement and try to transmit.
7) The transmission will fail, saying there are no in-range comm devices, even though the link has been reestablished.
Setting the Range modifier to 1 fixes the bug. The DSN modifier works fine with no problems.
I've attached a screen shot from one of my games showing that I have 45% siganl strength and adequate battery charge, yet the message says I have no useable comms.
