Description
The part, originally from the 'asteroid day' mod, has attachRules = 1,0,0,1,0 so if we
1) Start building a new craft
2) Select SENTINEL as root
3) Select a probe core to stack on the bottom node of the SENTINEL
the probe core cannot be attached to the node.
To workaround, start over with some other planned part as root, and stack the SENTINEL on top of that.

Just tried with the materials bay instead of a probe core, yep.
