Multiple MPL on vessel receive data in serial order

When viewing an experiment and deciding to keep, transmit, or process in the MPL, when selecting the MPL option on a vessel having two or more of them, the data is added to the first lap until it no longer has room, then new experiments are added to the second. This creates a problem where the second lab can be sitting without data to process while the first lab is full and there is no way to transfer some over to the second. Moreover, there is no way to chose which lab should receive the data in the first place.
It would seem more logical, and therefor, more scientific, for the data to be divided evenly, or at the very least, assigned to the lab with the least data remaining to process. To give players a choice, you could require that the lab have research started (even if empty) before it can receive the experiment or you can require the player to choose a lab to receive the data in much the same way they choose which part will receive a transferred Kerbal (but default to the lab if there is only one).
