Before transmission, I have 1.232 science in the lab, and 33.9 science available to R&D.

After transmission, I have 0.232 science in lab (-1), and 35.1 for R&D (+1.2).

Transmission should, I believe, send only integer amounts of science, and remove the same amount from lab.

Tested previously in 1.3.1 with same, incorrect behavior, although I think this issue has been around far longer.

It looks like it is deducting 1.00 science from the lab, but crediting you with the 1.232 that the lab had before transmission.
